The Land Transportation Office (LTO) announced recently that Optional Motor Vehicle Special Plates (OMVSP) will be making a return. The office’s timing is pretty spot on with the recent announcements regarding the reimplemented number coding scheme, and it’s likely that plenty of motorists will take the offer in order to choose what weekdays their vehicle will be allowed on major thoroughfares.
Any vehicle except for PUVs, cargo trucks, service vehicles, vintage vehicles, cars for rent, government vehicles, diplomatic, and exempt vehicles will not be allowed to avail of this service. Vehicles with more than four wheels will also not be allowed to avail of this service.
The memo that the agency issued its Memorandum Circular No. 2022-2335. To get a special plate for your vehicle, it reads as follows.
IV. ACQUISITION AND PRICING SCHEME
Under this program, the owner of the covered brand-new motor vehicle or its duly authorized representative may apply at any authorized LTO Regional/District Offices for an OMVSP pair. The price and the scheme of the OMVSP shall be as follows:
LTO: Optional Motor Vehicle Special Plates are back—Prices range from P15,000 to P35,000
The option of having your own custom plate is back, so long as your vehicle doesn’t have its own number yet.

PhP 15,000.00 for Three (3) Alpha and Three (3) Numeric characters:
- Any Three (3) Alpha combination + Triple Numeric except 000, or Any Three (3) Alpha combination + any Three (3) Numeric combination which are not yet issued as series.
PhP 25,000.00 for Three (3) Alpha and Two (2) Numeric characters
- Any Three (3) Alpha combination + Two (2) Numeric combination except 00.
PhP 35,000.00 for Three (3) Alpha and Four (4) Numeric characters
- Any Three (3) Alpha combination + Quadruple Numeric except 0000 or Any Three (3) Alpha combination + any Four (4) Numeric combination which are not yet issued as series.
Requirements:
- Duly accomplished OMVSP application form by the owner or duly authorized representative.
- Certificate of Registration
- Certificate of No Plate Issued
- ID of the Authorized Representative or Owner
- Authorization Letter from Owner (If Applicable)
All requests will be subject to approval and it’s also imperative that applicants do not have an existing alarm or apprehension in the LTO’s system, or with the PNP-Highway Patrol Group (PNP-HPG). Motorists with an existing alarm or apprehension will not be approved.
Also, any offensive, sexual, lewd, racist, or plate numbers with bad or inappropriate connotations will be denied.
