The Land Transportation Office has recently released a new memorandum to all accredited car dealerships in the country. The new memo is for the mandatory inclusion of motor vehicle owners’ contact details and valid identification card in the initial registration of a brand-new motor vehicle.
The new memo is also part of the government agency’s pursuance of the “Land Transportation and Traffic Code” which also deals with the mandatory registration of motor vehicles. Likewise, it also helps the LTO with its compliance with the provisions of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Act.
So what does this mean for car buyers?
While the new requirements mean a couple of extra steps in the car buying process, the ultimate goal here for the LTO is to make it easier to have your car become road legal. The government agency wants to eliminate the long waiting period for the release of documents and items related to your car’s registration.

So what does this mean for car buyers?

The government agency wants to eliminate the long waiting period for the release of documents and items related to your car’s registration.
The government agency states that when you first register your new vehicle, you will need to give out your contact information, your email address, and a valid identification card to the accredited dealership that you bought your car from so they can speedily process your paperwork.
This will in turn make it easier for the dealership to give you deliverables such as your Official Receipt (OR), your Certificate of Registration (CR), and your license plates within seven days. The contact information you give to the dealership will also be in the sales invoice that will be submitted to the LTO by your dealership.
Ultimately this new requirement will also help the government agency better transition into the new Land Transportation Management System, which will make it easier for them to keep track of vehicle records as it is cloud-based. This new memorandum will also take into effect on April 1, 2022.
