MANILA — The alleged assault committed by Leyte 4th District Representative Richard Gomez against Philippine Fencing Association President Rene Gacuma could be “ground” for an ethics complaint against the lawmaker, according to House Committee on Public Accounts Chairperson and Bicol Saro Representative Terry Ridon.
Gacuma accused Gomez of hitting him on the nape in a sporting venue hosting fencing matches at the Southeast Asian Games in Thailand.
The PFA President sent a letter to Dr. Raul Canlas, Chef d’Mission of the Philippine delegation to the SEA Games, detailing the incident, which will also be submitted to the Ethics Committee of the Philippine Olympic Committee (POC) and the House of Representatives (HoR).
“It impinges into the reputation and the dignity of the House, ‘pag ginagawa ito ng House members, hindi ba? Parang hindi ginagawa dati ng House members ‘yun, eh. ‘Yung nambabatok ng matanda or nambabatok ng sinumang tao,” Ridon said.

The lawmaker’s conduct came after the PFA decided to replace Philippine fencing team member fencer Alexa Larrazabal.
The PFA said its decision was based on decreased attendance and other concerns, despite Larrazabal’s strong performance in national tryouts.
In a statement, Gomez said the decision to remove Larrazabal left a “huge impact on individual players and eventually proved damaging to the Philippines’ results in Individual Women’s Épée.”
Gomez questioned the PFA President’s “last-minute” decision to replace its “best women’s epée player” with the number three player.
The lawmaker also noted that Larrazabal competed in the team event, where she was assigned as the team anchor.
Larrazabal, along with Gomez’s daughter Juliana, Ivy Claire Dinoy, and Hanniel Abella, clinched bronze in the women’s team épée event.
Cabral included in plunder case set to be referred to Ombudsman
MANILA – The Department of Justice has disclosed that former DPWH Undersecretary Cathy Cabral who died Thursday was included in the plunder case they are set to refer to the Office of the Ombudsman Friday.
Prosecutor General Richard Anthony Fadullon said the case is in connection with anomalous flood control projects in Bulacan.
“Sisimulan pa lang po sana ‘yung preliminary investigation as far as the case na kinasasangkutan niya,” he said in a press briefing.
Aside from Cabral, the plunder case also involves several proponents, according to Fadullon.

“These are projects in Bulacan, but apart from the fact na yung regular cases na tinatanggap at pini PI [preliminary investigation] natin sa ngayon, ito ‘yung mga kaso na hindi lamang nalilimita doon sa mga opisyal ng Bulacan District Engineering Office but ito’y umakyat na, meron tayong ebidensya na nagtuturo din sa mga proponent na nakinabang dito sa mga projects na ‘to,” he noted.
When asked about the evidence they found against Cabral, Fadullon explained they cannot divulge the contents of the evidence as it needs to undergo further evaluation of the Office of the Ombudsman.
“But after na ma-evaluate ng Ombudsman ‘yan at ‘yan eh maibalik sa department dahil tayo po ay ide-deputize para tayo po ay magconduct ng preliminary investigation, diyan po natin maaaring ilagad siguro kung ano yung ebidensya laban sa kanya,” he explained.
“Considering that death extinguishes criminal liability there might not be any other reason also to bring it out. Because if at all, titingnan natin kung papaano pa natin mapapatunayan. Mapatunayan man natin wala na ‘yung tao na nasa sakdal,” Fadullon added.

ICI Chairman retired Justice Andres Reyes meanwhile revealed that they invited Cabral on Dec. 15 with the hopes of getting a confession but she did not attend.

“Parang nagtatago ata. We were hoping to talk to her and tell us what she has done or what she knows. Para confession sana but hindi siya sumipot sa amin eh kasi we felt na she can still change and tell us some of things like sinabi nina Bernardo or Alcantara,” Reyes said.
“Sayang nga hindi siya nakapunta or maybe she avoided going to us as of December 15,” he further noted.

With Cabral’s untimely demise, Acting Justice Secretary Fredderick Vida explained that death extinguishes accused or even potential accused from criminal liability but not civil liability.
“We will continue to proceed with possible filing of civil forfeiture cases just to make sure atht we’re able to get hold or preserve assets under her name,” Fadullon said.

The prosecutor general also revealed that an autopsy on Cabral’s remains may be compelled, citing a department order of then-Justice Secretary Jesus “Crispin” Remulla issued in February 2023 that requires mandatory autopsy for victims of suspicious or violent deaths.

MANILA – Former DPWH Undersecretary Catalina Cabral was at the Office of the Ombudsman on December 3, two weeks before her death, for questioning in relation to the Ombudsman’s probe on flood control project anomalies, according to Assistant Ombudsman Mico Clavano.
Cabral spoke to prosecutors, who observed Cabral “lawyered up” and did not divulge much information, Clavano added.
But there were talks of informing Cabral about “forthcoming” charges against her so she could “strategize” accordingly.

This was part of the agency’s efforts to “slowly gather information” as Cabral became more comfortable speaking with them.

Cabral, and there was not much information shared at the time that they conducted this inquiry or questioning. So ‘yung usapan pa kasi noon was for her to know what charges were forthcoming so that she could strategize also accordingly… The Office of the Ombudsman was willing to talk to her and to slowly gather information as she became more and more comfortable with the setting,” Clavano said in a press briefing on Friday.
Clavano added that Cabral was “willing to cooperate” during the preliminary talks.

Multiple individuals have accused Cabral of playing a role in budget insertions to make way for questionable projects.
On Thursday night, Cabral was found at the side of Bued River after an alleged fall from a cliff in Tuba, Benguet.

The Office of the Ombudsman also received reports of Cabral having a list of proponents or projects involved in alleged insertions, according to Clavano.

“Reports have reached us that mayroon talaga siyang listahan sana ng mga tao na nag-insert ng mga projects sa budget. So hindi pa natin nakikita itong listahan,” Clavano said.
However, there is a need to apply for a cyberwarrant in order to gain access to Cabral’s gadgets, which may contain the list, Clavano said.
“Definitely kailangan talaga apply-an ng cyberwarrant ‘yung mga ganyan. These are contents that you find in a computer or a device that is subject to the rules of the application for cyberwarrant. So that is definitely something that we have started to work on lalo na ngayon po na we are verifying the death of the former Usec. Cabral. This would be the best time to move for the custody and preservation of the contents in her devices and gadgets,” Clavano told the media.
He also urged anyone with access to her devices to “come forward with this list” and give this to the Office of the Ombudsman.

For Clavano, “time is of the essence” when it comes to obtaining gadgets belonging to Cabral given the risk of its contents being altered or erased.
“We afford all the respect and condolences to the bereaved family, but there is this state interest that has to keep moving, and that is the investigation of the flood control. So we don’t want to intrude into their family affairs especially in this time of grief, pero mayroon din tayong interest na kailangan nating isulong dito sa nangyari Kaya we hope that, you know, with all the publicity going around, all we want is to preserve the integrity of the evidence that may be in these gadgets,” Clavano said.
Despite Cabral’s death, Clavano said, “The civil forfeiture, ‘yung civil liability po niya, will stand despite the extinguishment of her criminal liability individually.”
3 arrested for bribery bid over P143M smuggled cigarettes
MANILA – Three men were arrested after allegedly attempting to bribe police officers in exchange for the release of two impounded trailer trucks loaded with suspected smuggled cigarettes worth around ₱143 million in Quezon City.
According to the Philippine National Police–Highway Patrol Group (PNP-HPG), the two trailer trucks were initially intercepted on Wednesday for traffic violations.
Further inspection revealed that the vehicles were unregistered and carrying around 2,000 boxes of cigarettes believed to be undocumented and smuggled.
“Based on the report na nakuha namin doon sa mga suspects, ang port origin ay galing sa Bauan, Batangas, and they’re going to deliver the loaded trucks sa Valenzuela area,” HPG director PBGen. Hansel Marantan said during a press briefing.

Acting PNP chief PLt. Gen. Jose Melencio Nartatez Jr. said authorities are still determining the exact origin of the cargo, noting that the cigarettes may have entered the country through outright smuggling.
“There are two types of smuggling. Outright at saka ‘yung dumaan sa ports. Big possibility is this is an outright, pero hindi pa natin sinasabi with finality,” Nartatez said.
The discovery prompted immediate coordination with the Bureau of Customs (BOC) and other government agencies to strengthen the case and conduct a deeper investigation.
The two truck drivers and a helper were initially arrested for alleged economic sabotage.
Interior Secretary Jonvic Remulla stressed the impact of cigarette smuggling on government revenues and public services.

“The losses of taxes due to smuggling is now amounting to maybe 25 billion pesos a year. ‘Yung sin taxes na ‘yan, ayan ang nagbabayad ng health care ng mga Pilipino. It affects the poorest of the poor,” Remulla said.
Later that day, police said three individuals claiming to be the owners of the impounded trucks attempted to bribe officers at the Investigation Section of the Regional Highway Patrol Unit 3 in San Fernando, Pampanga.
The suspects allegedly offered a total of ₱5 million to secure the release or favorable handling of the seized trucks.

An entrapment operation was immediately conducted, resulting in the arrest of the three men and the recovery of the marked bribe money, which was properly inventoried and secured as evidence.
“As you can see, this is part of an organized crime effort trying to bribe the PNP into allowing this kind of trade. We do not allow this. We do not condone this,” Remulla said, adding that authorities will intensify their campaign against smugglers and economic saboteurs.

Charges for direct bribery and other applicable offenses are being prepared for filing in court.
Nartatez assured the public that due process will be observed and that investigators are determined to identify those behind the illegal shipment.
“Soon, we will be unearthing the mastermind and the owners of these illegal cargos. Rest assured that the Philippine National Police will be firm in its commitment,” he said.
MANILA (2nd UPDATE) – President Ferdinand Marcos Jr. has appointed former Philippine National Police (PNP) chief Nicolas Torre III as the new general manager of the Metropolitan Manila Development Authority (MMDA), Malacañang confirmed on Friday.
Torre replaced Procopio Lipana, the Palace said.
Torre was replaced as PNP chief this year after supposed disagreements with the National Police Commission, Marcos Jr earlier said.

MANILA — Several lawmakers on Friday extended condolences to the bereaved relatives of former Public Works Undersecretary Maria Catalina Cabral and also called for an investigation into whether her death is connected to the flood control corruption issue.
Akbayan Party-list Rep. Perci Cendaña said Cabral’s death raises serious questions: “Who will benefit most from her death? Will the truth die with her? Will she be the ‘fall guy’ in this grand corruption scandal?”
He called on authorities to immediately secure Cabral’s digital records and to retrieve any proven ill-gotten wealth.
Cendaña urged the government to guarantee the safety of witnesses, suspects, and persons of interest in the flood control issue.

The former undersecretary passed away Thursday night after an alleged fall from a cliff along Kennon Road in Tuba, Benguet.

Batangas 1st District Rep. Leandro Leviste said the flood control probe may be concluded by the list of all the proponents of DPWH insertions in Cabral’s computer, which others may have a copy of.
“Protect the witnesses of DPWH and preserve their files,” Leviste said.
Senate President Pro Tempore Panfilo “Ping” Lacson meanwhile called Cabral’s death “unfortunate and tragic.”

He said he hopes Cabral left notes or files that could help in the ongoing investigations.
Cabral, Lacson recalled, “was showing some signs of cooperating with our investigation but with a lot of pressure which we could not explain.”
He said Cabral, through her lawyer, met with him to discuss how she would proceed with her testimony before the Lacson-chaired Blue Ribbon Committee, after Roberto Bernardo, also a former DPWH undersecretary, tagged her in the issue.
He said Cabral could have “significantly contributed to blowing wide open the extent of corruption” in the department.
